Description: On March 12, 2012, Plaintiff, a 56-year-old man with no criminal record, parked his car and walked to the muni-meter and bought a ticket for his window. When he returned to his car, Officer Defendant, Jewel Mohammed was writing him a ticket. Plaintiff tried to explain but Officer Defendant started to argue. Plaintiff told the him that he was going to report him for acting inappropriately and issuing improper tickets. Officer Defendant called for additional police officers to the location. They arrived and the Officer Defendant fabricated a story that plaintiff had grabbed his jacket. Plaintiff was arrested.
