Description: Defendant officers stopped Plaintiff and gave him a summons for allegedly violating Administrative Code 10-125B, consuming alcohol and carrying an open container in a public place. Defendant Officer then arrested Plaintiff for an alleged warrant and took him to PSA 2, where he was assaulted in the cell and needed to be hospitalized. Plaintiff's charges were ACD'd.
