Description: On January 1, 2019, at approximately 2:20 p.m., Donell Hawes was standing near the exit door of his friend's apartment building at 965 Tinton Avenue in the Bronx when he was approached by NYPD officers, including Officer Anthony Moncion. Without probable cause, the officers arrested and handcuffed Hawes, despite his explanation and his friend's confirmation that he was lawfully present. Hawes was detained at the PSA 7 precinct and later transferred to Bronx County Central Booking, where he was charged with trespassing and marijuana possession.
