Description: On March 13, 2015, Plaintiff Garcia, a high school student, and his mother went to the 90th precinct on advice of a NYPD school safety officer due to an investigation regarding another student. Plaintiff Garcia was brought into an interrogation room by Detective Armel Moore, who indicated that Plaintiff Garcia was a suspect and asked if he would give a statement. After his stepfather questioned what the investigation was about, Detective Moore told Plaintiff Garcia that he would be taken to Rikers Island and charged as an adult if he did not give a statement.
