Description: On September 16, 2011, in front of the courthouse for the U.S. Eastern District of New York, when an altercation ensued between Plaintiff and a civilian assailant. The civilian physically beat Plaintiff and used anti-Asian racial slurs. Police responded to the scene and the assailant falsely alleged that Plaintiff had assaulted him. Officers arrested Plaintiff despite several eyewitnesses having a contrary account of the situation. Upon being taken to the precinct, Plaintiff informed officers that he was diabetic and was feeling unwell. Officers did not get him medical help, and instead left cake for him to eat. Plaintiff ate it and became even more unwell, and was taken to the hospital for abnormal sugar level...
