Description: On June 14, 2016, Police Officers Jose Torres and other unknown officers, touched, grabbed, handcuffed and seized the Plaintiff on the street without reason. In this process, the Plaintiff was thrown against his own car and forcibly touched in the center of his buttocks. Description: Plaintiffs had filed a complaint against Lt. Meyer with IAB in April of 2016. On May 15, 2016, Plaintiff Gorin, who was 16 at the time, saw Lt. Meyer approaching him outside the building. Plaintiff Gorin attempted to walk away from the officers, but Lt. Meyer followed him, pushed him against a wall and threatened to spray him with a chemical spray canister. Plaintiff Reyes and Plaintiff Segar began to film the interaction. Lt.
