Description: Plaintiff was in his car with all the windows down when he was pulled over by an unmarked police vehicle. Defendant Officers asked Plaintiff to roll up all windows and then declared that Plaintiff's vehicle had excessive window tinting. Defendant Officers asked for Plaintiff's license to which he complied and was then asked to get out of the vehicle.
