Complaint
Description: On September 25, 2019, while Mr. Stewart was waiting for an elevator at his job, Officers Hirschman and Davis exited an elevator and began asking him where he was coming from and other questions. Mr. Stewart declined to answer the questions and was then handcuffed by both officers. The handcuffs were fastened tightly causing Mr. Stewart injuries. Around half an hour later Hirschman and Davis' supervising Sergeant arrived and ordered that he be released.
