Description: On or about July 27, 2019 at approximately 1:45 a.m. Plaintiffs Surgeon and Fenner were lawfully inside a motor vehicle when POs Luke Brennan, Robert Cabrera, Christopher Crain, and John or Jane Does 1-10 approached and unlawfully questioned Plaintiffs regarding illegal activity. POs then threw Plaintiff Surgeon against a wall, causing scrapes and bruises on his face, eye, knees, arms, and punched him in his eye. Description: On June 28, 2019, at approximately 12:10 a.m., Darryl Thompson was lawfully present near Webster Avenue and East 169th Street in the Bronx when he was approached by NYPD officers, including Officers Sean Kelly, Luke T. Brennan, and Detective Jeanbern R. Remy. The officers stopped, searched, and arrested Thompson without probable cause or legal justification. During the arrest, excessive force was allegedly used, including handcuffing Thompson and subjecting him to a strip search while in custody.
