Description: On November 30, 2013, officers John Brown and Charles Loparo arrived at where Plaintiff and her boyfriend reside. Plaintiff, who had limited command of the English language, explained to the officers that she had an argument with her boyfriend and had called the police to help resolve their dispute. As Plaintiff was explaining, Officer Brown became more and more impatient. He told Plaintiff that she had no right to exclude her boyfriend from the apartment and ordered her to let him back in.
