Description: On September 28, 2019, the Plaintiff was targeted because of his race by NYPD Defendant Rivera and ten (10) unnamed NYPD officers (Jane/John Doe 1 -10). The Plaintiff was leaving a store in the Bronx when he was approached and questioned by the Defendants. The Defendants had no valid reason for questioning the Plaintiff as no criminal activity was present or reasonably suspected. The Plaintiff was falsely accused of the criminal sale of marijuana without reasonable suspicion or warrant. The Plaintiff was subjected to a frisk search before having his arms violently contorted behind his back and handcuffs applied with excessive tightness.
