Description: On October 21, 2018, plaintiff was unlawfully arrested by NYPD officers Ricardo Montilla, Kirk Bishop, Matthew Ferguson, and Juan Collado. Despite complying with the officers' orders, Montilla and Bishop grabbed plaintiff by his arms, forcibly pulled him onto the concrete, and placed overly tight handcuffs on his wrist. Montilla then forcefully lifted plaintiff's handcuffed arms behind his back. Plaintiff informed the officers that they were hurting him, yet Montilla continued to keep his arms raised. The officers transported plaintiff to an NYPD precinct and eventually to the Manhattan Detention Complex.
