Description: On May 12, 2020, Mr. Nevels was living in CREATE Young Adult Residences ("CYAR"). CYAR failed to adequately enforce its policy of screening its residents for weapons and Mr. Nevels' roommate was able to bring a knife into their room, where he stabbed Mr. Nevels' several times in his sleep. Mr. Nevels sustained severe injuries to his face, neck, and ear, and was stabbed straight through his right hand. NYPD officers arrived and rode in Mr. Nevels' ambulance to the Harlem Hospital Center. Upon arrival, an officer kept Mr. Nevels injured hand handcuffed to the hospital bed throughout his treatment.
