Description: On March 23, 2012, plaintiff was standing in front of a store on Seventh Avenue, the building in which he then lived, talking to two acquaintances when defendants Brown and Fraser pulled up in an unmarked police vehicle. Brown told the acquaintances to leave and asked plaintiff if he lived in the building. Plaintiff said he did, at which point Brown handcuffed him, searched his pockets and took out his keys. Brown entered into the apartment building using plaintiff's keys while Fraser stood outside with plaintiff. Brown returned from inside the building and directed Fraser to place plaintiff in their police vehicle. Plaintiff was brought to the 28th Precinct, and then Central Booking.
