Complaint
Description: On or about July 31, 2021, on 138th Avenue and 246 Street, Plaintiff was speaking to his FedEx delivery driver about a certain package arriving, when Police Officers Musayev and Raffo approached with drawn tasers. Without speaking to Plaintiff, they fired their tasers at him, causing pain and permanent scarring. Plaintiff screamed, and ran away from the officers. The officers filed a false hit and run case at the scene and confiscated Plaintiff's car. On September 17, 2021 Graham surrendered himself at the 16th precinct. He was arrested and charged by Police Officer Winters, detained in a holding cell for some time, and charged with a class A misdemeanor.
