Description: On May 29, 2012 Plaintiff was lawfully present at an intersection when PO Christopher Ryan suddenly approached in an aggressive and discourteous manner. POs proceeded to stop, question, frisk, and search Plaintiff. PO Ryan walked to a nearby construction site, picked up a hammer that was laying there, and asked Plaintiff if the hammer belonged him. Thereafter POs placed Plaintiff under false arrest and transported him to the 7th Precinct. Sgt. Vincent Lee lied that Plaintiff smelled like marijuana to justify an unreasonably invasive strip search of Plaintiff in the bathroom. No contraband was found. Plaintiff was transported to Central Booking where he was arraigned on various false charges, including Possessio...
