Description: On June 11, 2022, at approximately 1:30am, Plaintiff KEVIN TLAPANCO was driving his friend home in a vehicle owned by Plaintiff's father and used by Plaintiff with his father's permission. In the vicinity of 77-01 Roosevelt Avenue, Queens, NY, Plaintiff was pulled over by two NYPD officers in an unmarked car who asked for Plaintiff's license and registration, which were both valid and which Plaintiff provided. Plaintiff was then told to exit the vehicle at which time he was seized, searched, and placed in tight handcuffs that caused Plaintiff lasting pain and injury.
