Plaintiff was held handcuffed for a bit until being released with no charges. 2nd incident: On July 5, 2012 at approximately 7:30 p.m., plaintiff, was a lawful pedestrian on Madison Street, near East Broadway, when Defendant officers approached hum, assaulted him, arrested him, took him to the 13th Precinct, and then released him later without being charged.
