Description: On July 11, 2015, Plaintiff was lawfully walking her dog in Prospect Park. A 5K run was occurring on the same day in the same vicinity. Plaintiff's dog was attacked by a race participant's dog, and then Plaintiff was assaulted by a race participant. Members of the NYPD failed to protect Plaintiff or arrest or attempt to identify the assailant. Plaintiff located the assailant again and called 911. NYPD Officer Thomas Chan threatened to arrest Plaintiff if she continued to call 911. The assailant yelled at Plaintiff and then punched Plaintiff in the face without warning, justification, or provocation, causing severe pain and numbness and permanent injuries, including difficulty moving her mouth and temporomandibu...
