Description: On July 5, 2020, Plaintiff was sitting on a crate outside when he observed officers aggressively interacting with a nearby individual. Plaintiff began to record the interaction. During the interaction, a nearby pipe was knocked over causing the coals to fall on Plaintiff and burn him. When Plaintiff was burned, he screamed in pain causing the officers to approach Plaintiff. As they approached Plaintiff, the officers knocked Plaintiff's phone from his hand, threw Plaintiff to the ground, and repeatedly struck Plaintiff's body to the point of losing consciousness.
