Description: On April 21, 2012, at approximately 6:00 PM, the plaintiff, Wendell Baker, was lawfully present on a public sidewalk when the defendants, the named police officers, forcefully stopped, questioned, frisked, searched and arrested the plaintiff without reasonable suspicion, probable cause or any legal justification. The plaintiff complied with the defendants' orders. The defendants did not find any illegal weapons, drugs or contraband on the plaintiff.
