Description: On January 19, 2019, the plaintiffs Donald Davis and Linda Vargas were returning home from a medical appointment and were walking holding hands on East 149 Street, Third Avenue, Bronx, New York. Two women and a mand were walking behind them and they stated to complain about their walking speed. One of the women suddenly hit the plaintiffs hand trying to seperate them and then Plaintiff Vargas and the women argued which led to physical altercation. The male took out a machete and theretened to strike Plaintiff Davis when Defendant officers Pena and Carter arrived at the scene.
