Description: On July 30, 2015, Plaintiff was handcuffed and inadequately secured inside an NYPD van occupied by defendant NYPD officers Michael Robertson and Mitchell Epstein. The defendant officer operating the van drove over a bump at an excess speed, causing Plaintiff to bounce off his seat and strike his head on the roof of the vehicle. Plaintiff then fell partially off his seat and to his side, wrenching his right shoulder and injuring his head, neck, back, arm, and shoulder.
