Description: On July 2023, plaintiff Justin Bumpers was present in the vicinity of Chester Street and Riverdale Avenue, where he was unlawfully arrested by police officers, among which, Ryan Grandison and James Fowler. Walking down the street, plaintiff noticed two unmarked vehicles, out of which four defendant officers exited and surrounded the plaintiff and detained him without informing him that he is arrested.
