Description: On December 22, 2013, Plaintiff was robbed and sustained gunshot wounds. Defendant officers arrested Plaintiff at the scene. Plaintiff was sent to a hospital for treatment of his gunshot wounds and stayed in the hospital for 11 days. However, even though the defendant officers were in possession of the paperwork required for delivery to the criminal court on December 28, 2013, they did not do it until Plaintiff was discharged from the hospital. As a result, Plaintiff was not arraigned during his stay at the hospital, and he remained handcuffed to a bed and shackled.
