Description: On the evening of July 17, 2022, Plaintiff MAYCOL MEJIA attended an informal wake for a friend on the stoop of an apartment building located in the vicinity of Madison Avenue and 109th Street, New York, NY. As the service concluded, Plaintiff remained on the street drinking beer but was not impeding pedestrian traffic, making excessive noise, or causing a public disruption when he was approached by an NYPD officer who asked for his ID.
