Description: On March 12, 2021, Plaintiff was out walking when he was aggressively approached by PO Debra Cotter, and other unnamed officers. Without reasonable suspicion or probable cause, the officers patted down Plaintiff, searched his pockets, and conducted a strip search and cavity inspection of Plaintiff in open public view. POs then grabbed and contorted Plaintiff's arms behind his back, applying handcuffs in excessively tight fashion. After taking Plaintiff to the precinct, he was subjected to a second strip search where he was forced to completely disrobe, squat to expose his anus, and cough, without reason to believe Plaintiff had contraband in a body cavity or orifice.
