Description: On February 26, 2019, Plaintiff was inside of a Department of Homeless Services Facility, Plaintiff, who was a resident of the shelter was lawfully present in the building and was speaking with an employee seated at the front-desk station when Defendant Officers John and Jane Doe 1-5 approached Plaintiff from behind and without cause, warning, or provocation utilized a taser/stun gun upon Plaintiff multiple times. Defendant Officers Malachi McKenith and Carlos Velasquez arrived at the scene and used a chokehold upon Plaintiff causing them to be fearful for their life and safety.
