Complaint
Description: On or about March 24, 2014 Plaintiff was excessively grabbed and handcuffed by Det. Vincent Cheung and POs Johnny Fund and Francisco Aviles without legal justification. Plaintiff was then held in unlawful custody for approximately one hour until she was released. Plaintiff experienced physical pain and mental suffering as a result of this incident.
