Description: On July 4, 2023, Plaintiff, Luis German, ("Plaintiff") was helping to clean up after a family cookout when New York City Police Department Police Officer Diego Rivas Villalobos, Sergeant Joseph Illesca and John/Jane Does ("Defendants") grabbed him and threw him to the ground and then handcuffed and arrested Plaintiff. Plaintiff wasn't engaged in any activity that was criminal or unlawful. As a result of being thrown to the ground, Plaintiff suffered serious physical injury and pain to his right ankle, chest, ribs and body.
