Description: On or about January 14, 2014 Plaintiff was lawfully inside a subway station attempting to exit via the stairs when PO Ryan Loomis, Sgt. John Keane, and other POs came running down the stairs. PO Loomis ran into Plaintiff, who objected to the physical contact. In response PO Loomis grabbed Plaintiff by his shoulders and threw him into a wall. Other POs, including Sgt. John Keane, then threw Plaintiff to the ground, repeatedly beat him about the face and back, and sprayed mace in Plaintiff's face. Plaintiff was placed in handcuffs without probable cause and transported to the 32nd Precinct, where he was searched without legal justification.
