Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Description: After witnessing their neighbor's arrest, Plaintiffs went to neighbor's residence to notify arrestee's family and then were subject to an unlawful stop and frisk, taken to the 46th precinct, subjected to an unlawful strip search, and charged with false charges. " This action also stems from Plaintiffs' routine harassment by officers from NYPD 43rd and 46th Precinct who routinely stop and frisk, and arrest Plaintiffs, without cause to do so, particularly due to their minority status and male gender."
