Description: On December 13, 2016 Plaintiff was forcibly stopped by PO Angel Cruz and other POs who seized Plaintiff, pointed guns at him, forced him to the ground, and searched him without legal justification. POs thereafter forcibly detained Plaintiff supposedly for a purported crime victim to confirm whether Plaintiff was the perpetrator of said crime. Plaintiff was later told by officers he was not identified as the perpetrator of the crime and that he was free to leave.
