Description: On February 6, 2015, Officers Joel A. Gomez and Diggs approached the Plaintiff while she was walking down the street and arrested her without probable cause. At the time of the incident, the Plaintiff was struggling with a severe heroin addiction and engaged in prostitution to support her addiction. The Defendants knew the Plaintiff, as she had been arrested before. However, at the time of the incident, the Plaintiff did not have any drugs or paraphernalia on her person and informed the Defendants of this. The Defendants responded by saying, “Well, we know what you are doing,” and proceeded to arrest her anyway.
