Description: On June 9, 2012, Plaintiff was unlawfully detained and falsely arrested by Officers Frank Manns and Tyrone Neal, among other unnamed NYPD officers. During the course of the arrest, while Plaintiff was handcuffed, Plaintiff was hit in the eye by an unnamed NYPD officer. Plaintiff was taken to an NYPD Precinct on June 9, and arraigned on charges filed based on the false allegations of Officers Manns and Neal on July 10.
