Description: On or about April 19, 2018, Plaintiff was lawfully operating his motor vehicle in King's County when he was pulled over by PO Julio Ramos, PO Joseph Scaglione and PO "John Doe" of the NYPD. Plaintiff had committed no crime and was not acting suspiciously. Plaintiff was ordered to exit his vehicle and was promptly seized, arrested, and had tight handcuffs affixed to his wrists. Plaintiff was searched and had his vehicle searched. Neither search uncovered any drugs, contraband, or evidence of a crime, but Plaintiff's two cellphones were confiscated from him. Description: On or about April 27, 2018, Plaintiff was driving on Flushing Avenue, New York, with Plaintiff's father and friends when NYPD Officers, including Julio Ramos, Joseph Scaglione, and Joseph Ardolino, stopped Plaintiff.
