Description: On April 20, 2018, P.O. TWOHIG, POHLAND, and JOHN wrongfully and unlawfully searched, seized, and arrested Plaintiff and charged with Failure to Obey the Traffic Control Signal, Improper Display of Number Plates, and unauthorized use of Vehicle. At the time of the subject arrest, Plaintiff was lawfully operating his vehicle, posing no immediate threat to the safety of himself or others. Without probable cause, , P.O. TWOHIG, POHLAND and JOHN DOEs placed handcuffs on Plaintiff too tight. Then, the Plaintiff was transferred to the 73rd precinct. Due to P.O. TWOHIG, POHLAND, and JOHN DOEs’s wrongful statement, Plaintiff had to remain in the Precinct for 22 hours and make three appearances in court.

Description: On July 23, 2011, Plaintiff was walking down the hall when lawfully visiting his friend's residence when officers, including Officer Justin R. Lopez, approached him. The officers threw Plaintiff up against the wall and unlawfully searched him. They recovered no contraband. Plaintiff asked the officers why they were harassing him, but was told to shut up. He was placed in handcuffs and transported to the precinct. At the precinct, the officers, including Officer Lopez, falsely informed the DA's Office that they had observed Plaintiff tampering with evidence. Plaintiff's criminal charges were adjourned in contemplation of dismissal.
