Description: On February 2020, Plaintiff was in his when a passenger from the vehicle exited and got in an argument with a New York City traffic agent. Two officers, P.O. John Roe and David Rene called Plaintiff and made threats to force Plaintiff give up the name and information of the passenger from his car. P.O. Rene explicitly threatened to take away Plaintiff’s car.
