Description: On October 13, 2017, Nourhan Elbassiony was outside of a hookah lounge when she saw her friend being arrested by police. Elbassiony’s friend threw his cell phone to her, at which point Officers Topi, Mosby, and Doe grabbed Elbassiony and violently shook her from side to side. Elbassiony heard her knee pop and went to the hospital, where Officers Mei and Varrone came to speak with her. Elbassiony told the officers that she wished to make a complaint; the officers left, and later returned to place Elbassiony under arrest.
