Description: On or about October 12, 2022, Emil Dib - who suffers from schizophrenia and bipolar disorder and had past interactions with local law enforcement - was approached by Officer Jose Alicea while walking back to his home after purchasing cigarettes. Officer Alicea was responding to a call from Dib's sister, who reported an argument she and Dib had prior to Dib leaving to purchase cigarettes. Officer Alicea asked Dib to come with him, and Dib willingly agreed; notwithstanding Dib's surrender, Officer Alicea deployed a taser on Dib, striking him in his chest and left hip.
