Description: On July 4, 2019, the plaintiff Jahlil James was walking through the courtyard of the Drew Hamilton Houses after leaving his home and heading towards the grocery store on the corner of West 144 Street and 8th Avenue, New York, New York when several police officers, including Cindy Salas, grabbed by his neck, arms and shoulders, attempted to choke him, twisted his left arm behind his back, stepped on his left foot and began to punch him in the chest, arms and body until he complained that he could not breathe.
