Description: On June 3, 2018, plaintiff Thomas Arrington was inside of a KFC in Brooklyn when he was approached by defendants Officers Robert Delaney and Jonathan Cancel. During this interaction, Officer Delaney needlessly fired three, five-second Taser rounds at Arrington in less than 30 seconds. Arrington was not arrested nor did he engage in any conduct throughout this interaction that necessitated this substantial level of force. Defendant Cancel took no action to stop this excessive force. Arrington was eventually taken to a nearby hospital to have a Taser hook removed from his chest.
