Description: On September 2, 2019 at 4 p.m. plaintiff was participating in a parade as a spectator, riding on a float and attempted to walk to a different float against traffic. Defendant saw Plaintiff and told him not to do that and Plaintiff explained what he was trying to do. Defendant approached Plaintiff and placed hand on his chest and attempted to grab him.
