Description: On December 2, 2017, plaintiff Dominick Barrett was standing on the stoop outside of his residential building when a police car stopped a few yards away and Defendant Officer Thompson and 3 unknown defendant officers emerged. The defendant officers approached Mr. Barrett, grabbed him, and began harassing him. The defendant officers then forcefully grabbed Mr. Barrett, pushed him toward a railing, and handcuffed him. This force caused a laceration on Mr. Barrett's arm that left a permanent scar. The defendant officers then arrested Mr. Barrett, but never informed him of the charges against him.
