Description: On November 14, 2011, Plaintiff was walking on the sidewalk when Defendant sergeant Papola ordered Plaintiff to move off the sidewalk and onto the street. Plaintiff complied. Nevertheless, Plaintiff was then accosted by Defendant officer Jasinski, who grabbed Plaintiff by her hair, dragged her across the street, and then placed her under arrest. Defendant Jasinski then threatened Plaintiff with a police baton, despite Plaintiff’s compliance with his orders.
