Description: On November 29, 2020, plaintiff, an Arab male Muslim, was approached by tow individuals who physically restrained plaintiff and physically assaulted him with closed fists, leading to substantial bodily injury. Shortly thereafter, defendant-officers, including Officers Casey Guillen and Vincent Giaquinto, arrived at the site of the incident. Defendant Officers approach plaintiff, a complaining victim, grabbed, physically restrained, handcuffed and shackled plaintiff in an excessively tight fashion.
