Description: On September 4, 2018, plaintiff was riding a bicycle on the street (not on the sidewalk), when defendant POs, for no apparent reason, grabbed plaintiff by his arms, handcuffed and, without any probable cause, violently arrested him. While already in custody, one PO pointed a firearm at plaintiff. Defendant POs then called in more police officers. At no point did Plaintiff resist his arrest.
