Description: On August 5, 2024 Plaintiff was walking home when PO Henriquez and PO Shepherd drove up to him in their police vehicle, exited the car, and informed Plaintiff he was under arrest. POs placed excessively tight handcuffs to Plaintiff's wrists, causing him injury. POs did not tell Plaintiff why he was being arrested and held him in public for approximately 10 minutes. After 10 minutes Plaintiff requested to be placed into a police car to reduce his public humiliation. POs did so, and after approximately 10 more minutes a female arrived and POs showed her Plaintiff. The female stated "that's not him" twice. Description: On June 17, 2014, Plaintiff was injured in a motor vehicle accident in Kings County, New York. Plaintiff was thrown off his motorcycle and remained immobile after the accident at the scene. NYPD officers—including PO John Sylvestre, PO Michael DeGregorio, PO Bobby Mohip, PO Kevin Shepherd, Sgt. Jessica Gavars, Detective Christopher Clarke, and Detective Duane Percy— responded to the scene. The defendant officers placed handcuffs on Plaintiff, while he was lying on the street. The officers placed Plaintiff in a neck brace and turned him over, so he was face down on the pavement, on a stretcher. PO Sylvestre then punched the right side of Plaintiff’s face, causing the left side of his head to strike the pavement....
