Description: On July 31, 2018, at approximately 5:50 p.m., plaintiff Edward Koehl was driving a friend's 2007 Chevrolet van when he was pulled over by New York City Police Officers Pascone (Shield #965400), Meshel (Shield #975855), and Maglio (Shield #949735) near the intersection of Huguenot Avenue and Amboy Road. Officer Pascone alleged that Koehl was using a cell phone while driving. However, Koehl showed that he was holding a small battery-operated light, not a cell phone. Despite this, Pascone and Meshel issued a traffic ticket for cell phone use.
