Plaintiff had not committed any crime and PO's had no reason to believe that Plaintiff was in possession of contraband or evidence of a crime. Plaintiff was frisked and searched by PO's. The search did not uncover anything of an illegal nature but Plaintiff was nevertheless handcuffed and placed under arrest.
